The Applicant's specific and primary purposes are: 1) to establish, own and operate an educational, nonprofit community supported -radio broadcast system; 2) encourage and provide
community-radio facilities to promote and aid the creative skills and cultural welfare of the community; and 3) distribute news and other public information affecting the community; and 4) provide instruction and opportunities for the public to learn broadcasting skills, including audio production studio skills.

The Applicant will provide programming not currently available in the local community, that
responds to the problems, needs and interests of Oil City PA and the surrounding service area. Specifically, Applicant will provide regularly scheduled and special in-depth news, public affairs and public service programming on local issues including the environment, business and agriculture, weather, health care and maintenance (including the special needs of senior citizens and children), state, county and local government, education and schools, parenting and cultural affairs. Applicant will also produce programming featuring local lectures, concerts, poetry and literary readings, theater productions and talent.

Oil City PA is a rural area located in Western Pennsylvania

[It is isolated by terrain and is predominantly rural in nature even, although located approximately 30 miles from Tittusville PA. Flooding, Fires, Tornadoes and Snowstorms are frequent problems in the proposed service area. Accordingly, Applicant intends to work closely with local volunteer and emergency services to provide public safety information to its service area and intends to have standby emergency power available at both the studio and transmitter sites as well as emergency radio communications equipment at its studios.
